Garrison focuses his practice on the intersection of health care regulatory and privacy laws and regulations, with an emphasis on supporting the firm’s digital health clients. He has particular experience analyzing regulatory and data privacy compliance and health care fraud and abuse laws, including the Anti-Kickback Statute, Stark Law, False Claims Act, HIPAA, FD&C Act, and corporate practice doctrines and state fraud and abuse laws.
Garrison is also very experienced in supporting health care and life sciences clients with regulatory due diligence in the transactional context. He has served in the lead associate role on these deals, guiding management calls, identifying regulatory issues in due diligence, and drafting due diligence memoranda in health care and life sciences M&A and private equity deals. He also has experience negotiating documents, including operating agreements, professional service agreements, telemedicine services agreements, business associate agreements, and medical director agreements.
Prior to joining Reed Smith, Garrison was an associate at another major law firm and a judicial law clerk for the Honorable Michael F. Urbanski, Chief Judge for the U.S. District Court for the Western District of Virginia .
