And, that may result in another question:

What does it mean for a swap dealer or major swap participant to be "provisionally registered"?

It means that the National Futures Association has received a Form 7-R from the SD or MSP. Given the "in-progress" status of implementation of the Dodd-Frank Act's changes to the Commodity Exchange Act and related CFTC rules, the entire industry is provisionally registered as of this particular point in time.

That will change at some point in the future - don't ask when, because we do not know either.
